Abstract

Background: In January 2023, the Office of Management and Budget (OMB) requested comments on the initial proposal from the Federal Interagency Technical Working Group on Race and Ethnicity Standards related to updating the Standards for Maintaining, Collecting, and Presenting Federal Data on Race and Ethnicity.

Methods: Leaders of the Health Equity and Health Outcomes Practice Research Networks (PRNs) drafted responses to the 35 items OMB requested public comments on. Leaders then met over 1-hour video-conference to create a joint response on behalf of both PRNs. This was formally submitted to the OMB in April 2023.

Results: There was general agreement with the proposed revisions to the race and ethnicity standards. These included the addition of Middle Eastern or North African as a new minimum category and the creation of a detailed question on race and ethnicity allowing for multiple selections and write-in options. The group was opposed to the use of by proxy collection of race and ethnicity when not self-identified by the respondent, as it leads to an assumption of the group the respondent belongs to. Additional recommendations were made to increase transparency around the use of granular information and efforts to maintain confidentiality, use of the wording “How do you identify” and differentiating multiracial or multiethnic, changing the category of “Native Hawaiian or Other Pacific Islander” to “Native Hawaiian or Non-Hawaiian Pacific Islander,” alphabetizing race and ethnicity options, and adding an option for “Black or African American Descendants of Slavery” to be more inclusive of those identifying with Caribbean nations.

Conclusion: The proposed revisions to the OMB statement included improvements to the collection of race and ethnicity data which included recommendations on inclusivity and confidentiality. This inclusive data is necessary for equitable research and treatment of minoritized individuals and aligns with ACCPs commitment to diversity, equity, and inclusion.
